   Two people calculate the same result using the same dataset.

2. 02PHASE

   Data owner

   Make the workflow reliable

   Retain sources, automate checks, and isolate anomalies.

   Dependency: first-phase definitions approved.

   Acceptance criterion

   An invalid row remains identifiable and does not disappear silently.

3. 03PHASE

   Management + data owner

   Make reporting traceable

   Link each metric to its details, source, and freshness.

   Dependency: collection checks operational.

   Acceptance criterion

   A user can explain a total from its source data.
